Background
Special Background Note: This procurement was initiated in 2019 by DOJ/FBI to recompete ITTripleS. The 2019 solicitation was cancelled after several protests. 2019 solicitation made on eBuy, Schedule 70.
The United States Department of Justice (DOJ), Federal Bureau of Investigation (FBI), Finance Division (FD), Procurement Section (PS) Information Technology Acquisitions Unit (ITAU), is planning an acquisition of the Information Technology Supplies and Support Services (ITSSS) Blanket Purchase Agreement re-compete. The FBI intends to execute a Blanket Purchase Agreement off of General Schedule Administration’s (GSA) IT Schedule 70.
An anticipated track restructure was announced on December 3, 2018. “Realignment of the proposed technical tracks is set to clearly define areas based on Capability Model Service areas and match the Technology Business Management (TBM). TBM is a valued-mgmt. framework instituted by Chief Information Officers, Chief Technology Officers, and other technology leaders. The realigned tracks are expected to be:

- Business Application Services
- Delivery Services
- Platform Services
- Infrastructure Services
- Emerging Services
- Shared Services
An updated IT Triple – S Re-compete Acquisition/Award Strategy was announced at the same time. “The FBI is anticipating 15-22 awards per above referenced track to include 10-15 large businesses and five to seven small business per track (The FBI reserves the right to increase or decrease those numbers to meet the agency’s needs). Each vendor will have to meet the evaluation criteria per track to receive an award on that track. The criteria for evaluation will be the same for large businesses and small businesses”.
